Job Description

Under limited supervision supports the Director of Engineering and Traffic Engineer III in the collection, analysis and maintenance of traffic/transportation/ITS data; may be responsible for supervising staff members in the Traffic Operations Center (TOC); reviewing engineering criteria for various types of plans and related administrative work. Responsibilities may include reviewing development plans for compliance to City specifications, functioning as a project manager for capital improvement projects, and providing technical knowledge to City Staff, elected officials and the general public. Traffic and Transportation Engineer I: Provides overall guidance and resolves complex design problems associated with the review of traffic/transportation/ITS data for development plans, site plans, subdivisions and City projects for compliance with applicable regulations; evaluates studies, reports and comments concerning such plans; identifies required changes and oversees the preparation of departmental responses to the submitted plans. Coordinates plan review and staff comments with other necessary departments. B. Project management Assists Traffic Engineer II and/or Traffic Engineer III in project management duties as it relates to traffic/transportation projects. Acts as liaison and/or Department representative at project meetings when Traffic Engineer II and/or Traffic Engineer III cannot be present. Researches, investigates, and makes recommendations on project problems; provides technical support in the updating of various city projects. C. Provides Technical expertise Performs engineering work related to the planning, design, construction, and modification of public capital works and development projects with a specialty in Traffic, Transportation, ITS and other items. Provides advice and problem‑solving expertise on especially difficult and novel engineering problems in area of specialty. Investigates complaints related to public works infrastructure, traffic operations, developments, projects and construction. Performs engineering work related to the planning design, construction and modification of public capital works projects for Traffic, Transportation and other items. Monitors and adjusts traffic signal timings as needed and with approval of the Traffic Engineer III. D. Strategic planning Assists in the development and updating of planning documents for traffic and transportation (ITS Master Plan and, Congestion Management Program, Comprehensive Transportation Plan and Traffic Signal Capital Improvement Budget). E. Administrative Reviews federal grant applications and oversees any grant monies received. Assists general public, contractors, developers, and engineers in search of general information pertaining to public works activities. May oversee administrative operations of more complex functions within Engineering. Traffic and Transportation Engineer II: Provides overall guidance and resolves complex design problems associated with the review of traffic/transportation/ITS data for development plans, site plans, subdivisions and City projects for compliance with applicable regulations; evaluates studies, reports and comments concerning such plans; identifies required changes and oversees the preparation of departmental responses to the submitted plans. Project management Creates project estimates and ensures that projects that are managed by this position stay within prescribed budget. Manages traffic engineering and/or planning contracts to ensure adherence to scope, resolution of design conflicts, and adherence to budget constraints. Reviews and accepts/rejects work performed under contract, and negotiates changes to the work as required. Manages, monitors and makes recommendations relating to consultant selection, fee negotiations, project progress, performance and completion reports, purchase requests, requisitions, change orders, oversees invitation/receipt of bids and reports of claims against the City. Researches, investigates, and makes recommendations on project problems; provides technical support in the updating of various city projects in relation to traffic engineering principles and standards. C. Provides Technical expertise Performs engineering work related to the planning, design, construction, and modification of public capital works and development projects with a specialty in Traffic, Transportation, ITS. Provides advice and problem‑solving expertise on especially difficult and novel engineering problems in area of specialty. Investigates complaints related to public works infrastructure, traffic operations, developments, projects and construction As a registered Engineer, performs and certifies engineering work related to the planning design, construction and modification of public capital works projects for Traffic, Transportation and other items. Creates, monitors and adjusts traffic signal timings as needed. Develops complex traffic engineering models and collects and interprets associated data management associated with traffic engineering models. Collects and analyzes traffic data for reports, presentations, etc. D. Strategic planning Reviews and comments on planned development traffic impact studies Creates complex traffic planning models for future traffic growth and impacts Develops and updates planning documents for transportation (ITS Master Plan and, Congestion Management Program, Comprehensive Transportation Plan and Traffic Signal Capital Improvement Budget). E. Administrative Creates and give presentations in public meetings, including interaction with the public Oversees grant monies received via applicable project management procedures (TDOT local programs). Assists general public, contractors, developers, and engineers in search of general information pertaining to public works activities as it pertains to traffic engineering. May oversee administrative operations of more complex functions within Engineering. F. Performs supervisory duties May supervise and evaluate TOC personnel, handling employee concerns and problems, counseling, disciplining and completing employee performance evaluations. Directs work and trains employees. Assist the Director of Engineering, and the Traffic and Transportation Engineer III in the development and implementation of goals and objectives; implements policies and procedures. III. Other Job Duties Performs other job duties as assigned, including: Traffic and Transportation Engineer I: Function as a liaison between City and outside entities. Provides staff support at various Board of Mayor and Aldermen and Committee meetings; assists in preparing visual aids and written reports. Makes presentations to local groups and committees. Manages databases of traffic volume, speeds, crash histories, level of service, and signal field equipment. Develops complex traffic engineering models and associated data management. Traffic and Transportation Engineer II: Function as a liaison between City and outside entities. Provides staff support at various Board of Mayor and Aldermen and Committee meetings; assists in preparing visual aids and written reports. Qualifications Traffic and Transportation Engineer I: Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a bachelor’s degree (B.A.) from four-year college or university in civil engineering or related discipline plus 2 years of related experience and/or training, or an equivalent combination of education and experience. Required Certifications/Licenses: TN Driver’s License TDOT Local Government Guidelines Manual & ROW Training (Must be obtained prior to completion of the probationary period) TDOT Local Programs CEI Training (Must be obtained prior to completion of the probationary period) 10 Hours OSHA Training within 1 month of employment IMSA Traffic Signal Tech I and II (Must be obtained prior to completion of the probationary period) Traffic and Transportation Engineer II: Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a bachelor’s degree (B.A.) from four-year college or university in civil engineering or related discipline plus 4 years of related experience and/or training, or an equivalent combination of education and experience. Required Certifications/Licenses: TN Driver’s License Professional Engineer (TN) (A Professional Engineering License from any state is required to apply for this position; however, the Tennessee Professional Engineering License must be obtained prior to completion of the probationary period.)
