The City of Rogers is accepting applications for a part-time, non-benefited position of Community Services Officer. The applicant must be enrolled in an accredited law enforcement education program and maintain satisfactory grades. This temporary position is responsible for enforcing ordinances on public and private property and responding to and assisting sworn officers with calls for service and/or incidents that do not require a sworn peace officer's presence. The part-time CSO role is designed for college students pursuing a peace officer license and is a strong recruitment pathway.

POSITION SUMMARY

This part-time, temporary position is responsible for enforcing ordinances on public and private property and responding to and assisting sworn officers with calls for service and/or incidents that do not require the presence of a sworn peace officer.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Communicates with:

    o   Internal Clients Include: Police Officers, Fire Fighters, Police Reserves, Administrative Staff, other City Employees, City Prosecutor, City Attorney, and Investigators

    o   External Clients Include: Other law enforcement agencies, fire departments, emergency managers, county attorney, judicial and correctional system personnel, DPS, BCA, State Fire Marshal, local businesses, social services agencies, animal control agencies, and residents

  • Patrols assigned area by vehicle and/or on foot; locates stray animals and captures them and transports to animal containment facility; enforces parking ordinances and laws

  • Responds to and investigates complaints concerning animal problems or violations of animal control ordinances and issues warnings or citations as required; maintains record of animal complaints and violation.

  • Keeps police and fire personnel informed of any and all pertinent matters

  • Provides traffic control direction as required

  • Compiles a variety of data regarding animal control; and prepares the necessary reports.

  • Writes routine correspondence and reports such as memos, inquiries, and reports as required

  • Provides mutual assistance with other departments during emergency situations

  • Aids motorists by giving directions, unlocking cars, making emergency repairs as appropriate, etc.

  • Transports evidence to the BCA, HCSO, or other destinations as required for analyzation and processing

  • Maintains police vehicle servicing, maintenance, and exterior and interior care of the police vehicles

  • Participates in youth safety programs such as bicycle safety, fingerprinting, registration, car seat compliance, etc.

  • Patrols park system by walking, riding bike or vehicle

  • Conducts visual inspection, physical checks, and transportation of prisoners when necessary in accordance with departmental regulations and maintains accurate records of such checks

  • Observes and monitors the processing of incoming prisoners

  • Receives calls for service within the responsibilities of the CSO position

  • Receives visitors at front counter and either handles the inquiry personally or refers to appropriate personnel for assistance

  • Maintains inventory control of equipment, supplies and orders or causes to be ordered when additional supplies are necessary

  • Assists police officers in releasing of prisoners from custody consistent with departmental policies and procedures

  • Supports department’s crime analysis by collecting/compiling data and preparing reports

  • Assists in day-to-day operations of the Police Department

  • Assists in community events such as Night to Unite, Rockin Rogers Days, etc.

  • Performs emergency first aid as necessary

  • Delivers packets such as mail run, City administration documents, etc.

  • This incumbent may operate city and department vehicles as directed.

  • Perform other related duties as assigned by staff

WORK ENVIRONMENT

  • Employees will be required to do both sitting and sustained physical work, in all types of indoor/outdoor weather and temperatures

  • Work around and in close proximity to moving objects, animals, and people

  • Infectious diseases, needles, body fluids, blood borne pathogens

  • Walk and run over uneven surfaces

  • Work Rotating Shifts - consisting of days, evenings, and nights

PHYSICAL REQUIREMENTS

  • Must have the ability to read and discern visual images on a variety of media

  • Must have the ability to operate a personal computer and applicable software (specifically Microsoft Office, internet, and email), calculator, fax, copier, and telephone

  • Ability to assist in caring and lifting a stretcher with a person

  • Ability to walk long distances

  • Ability to hear within normal hearing range and possess the ability to comprehend and process information to follow directions

  • Ability to work effectively under stress/pressure - exhibits command presence

  • Ability to sit and stand for long periods of time

  • Ability to balance self while handling weighted equipment

  • Ability to lift or carry equipment from floor to overhead

MINIMUM REQUIREMENTS

  • Must have, or have the ability to obtain, a minimum certification as a First Responder or other emergency medical training (EMT) within six months from the date of hire

  • Must possess a valid Minnesota driver’s license with a good driving record

  • One year or more of public service, customer service or volunteerism is desirable

  • Prior experience working or volunteering in a police department is desirable

  • Experience working with animals is desired

  • Knowledge of basic Microsoft Office products

ADDITIONAL REQUIREMENTS/INFORMATION

  • A CSO serving in a part-time capacity must be enrolled in an accredited law enforcement education program

  • The CSO will be required to maintain satisfactory grades, and will submit proof as required

  • The CSO may be employed as long as the enrollment in the law enforcement program is continuous, unless an exception is made by the Chief of Police

  • The CSO may be employed for up to 365 days after their official date of graduation from their law enforcement program

  • Any exceptions to the “Additional Requirements” must be authorized by the Chief of Police.
